If he is a Chartered Accountant then Yes.
If he is a Royal Navy officer (not a civilian working for navy) then Yes.

Otherwise NO.

Most likely, he will not be a chartered accountant, as he is only a stores accountant.

Most likely he is a civilian working for navy, so won't qualify either.

But check check.

Quartermaster is one of the most junior ranks in navy. Only officers can act as referee. This person does not qualify to act as referee.

Hi, I have known the person who's been special constable (volunteer) for couple of yeras, and I was wondering if special constable (volunteer) could act as professional referee? I know it's not Police Officer but the list of acceptable professionals is not exhaustive.

A special constable is akin to a police officer, a professional of standing in the community"
