Can OCI Application under Birmingham be submitted in london

Hi,

I am planning to apply for OCI but my region comes under Birmingham Juridiction, but looking at the timelines of birmingham i would like to apply in london. However the HCI London clearly mentions "GBRB (Birmingham) application/s will not be accepted in HCI, London". If I select GBRL while filling the form, can we then submit the application at HCI London?

Anyone with similar experience ?

Everyone I know under Birmingham area submitted it in London. When I asked why Birmingham office take ages to sort this and their service is aweful.
