Changes to Knowledge of language and life in the UK for set

Hello Helpers,

I just came across the changes to Knowledge of language and life in the
UK for settlement and Naturalisation which is due to be effected Oct 2013.

Question is:
1) Will those who have already taken life in the UK test, also meet the KoLL requirement?
2) Proof of degree taught in English was declared at the initial leave to enter the UK application, why then take another knowledge of language

If possible can someone who has a better understanding kindly explain what this is all about.

You dont need to do test test if have degree in English. Below is the text from the statement:

The following groups are considered automatically to meet the English language component of the
KoLL requirement and will not be required to show a formal speaking and listening qualification:

Nationals of majority English speaking countries (Annex A).

Those who have obtained a degree taught in English.
