Work permit for Rumanian

Hello everybody
I am new in this forum and a lot of people spoke very well about this forum.
I think you can help me.
I am italian and i live and work (permanent contract) in uk from this year. I got married 2 months ago here in uk. My wife is from rumania.

My questions are:
-) can she register herself to the nhs services?
-) what does she need to work inuk like the spose of an italian man?

I have already read on uk ba something about registration certificate....but i am not sure i have understand....

We left Italy with the purpose to live and work in uk becouse we think this is a better place to live.
