Successive Tier 5 Visas

Is it possible to obtain a 2nd Tier 5 Visa after the completion of a full 24 month Tier 5 Visa.? The HR department where I work screwed up my Visa start date (I didn't work this out until it was too late to change it), and now I am trying to sort out how to legally be in the country to complete my 2 year contract which currently extends beyond the Visa expiration date (due to the HR screwup). I have been told that they cannot offer me a 2nd Certificate of Sponsorship for another Tier 5 Visa. Does anyone know if this is true or not?

It is a government authorized exchange Tier 5.
