Come back to the UK without EEA Family permit?

Hi guys and sorry for the repetition. My question is simple. Am appealing now against my (non EEA) and my wifes (EEA) refusal of PR and itll take a while. My 5 year permit expired in feb. my with is employed and exercising eu rights. Got a 3 week holiday coming up and i wondered whether if i travel by land to latvia and came back to uk, what will happen on the border? Dover is the only border ill be seeing throughout my trip. Obviously ill be travelling with my wife and kids.
Problem is i think its risky to apply for eea family permit as it might not be ready. I have work, wife has work and kids have school.
Am in a very big dilemma really. Can somebody advise me on this? Any experiences? Anyone i can call to find out?
