Tier 4 to Tier 2 Complication

I came to UK on Oct. 2009 on Student Visa, which was valid until Feb 2012. I was subsequently granted further leave to remain as Tier 4 Student until 6 June 2013.

By the end of May, I was writing my dissertation, Which wasn't complete. So my University issued an CAS to renew my student visa. I applied on 4th June 2013. I just received the decision from UKBA. They granted 30 points on CAS, but 0 on Maintenance. They declined

QUOTING "You made your application as a Tier 4 (General) Student Migrant on 4 June 2013. The closing date of the bank statements submitted in support of your application are dated 28 April 2014. These bank statements are dated more than 1 month prior to your application date and as such, we are unable to take this document into account when assessing your funds. Therefore you have not demonstrated that you have the level of funds required to be granted as a Tier 4 (General) Student Migrant."

Now the result of dissertation is out and I have my official transcript (Bachelors) with me.

I found a Tier 2 (General) sponsor, he is sponsoring me for Business Development Manager (Job Code 3545) with New Entrant Salary of 21700 per year.

I wonder if I can apply for it or not.
