applying second residence card as eu spouse in other state

hi its almost a years since we are in Italy and 6 months since my husband applied for residence card as family member of eu citizen in Italy. and card has not yet issued despite it clearly states in directives that card should be issued in 6 months .I am British and elf employed my husband is non eu national and he got receipt for residence permit .
now while residence card is being processed if we travel to Belgium or Germany and apply residence card as family member how it works .as my husbands Schengen visa has run out is he classed as legal in all Schengen zone as his residence card in under process and he got 10 years national identity card issued from Italy and he is legal over here in Italy .question is can we apply residence card as family member of eu citizen in Belgium also if we start business over there as in Italy financial situation is really bad.
we have already applied visa for Ireland also if that comes we are thinking to apply in Ireland. Thanks for replies

Who have you complained to about the delay of more than 6 months?

last week we have update from local police station responsible for issuing residence card that they had lost some or our documents during process and they have found it now so it will be issued but still 3 weeks gone and nothing .we had a chat with Europe direct they suggested us to contact solve it and we have to wait another 10 weeks for outcome .we don't have that kind of time now .

Why do you find that strange. Have you particular experience of Italy that might suggest that this is unusual?

yes its the responsibility of questura police headquarter to process and issue residence cards in Italy . and they are bureaucratically horrific specially the area we live .and well known for losing documents during process .
