family visitor visa sponsor by tier 1 general

i submitted my passport for tier 1 general extension. my application was refused and now i have applied for appeal. they told me my hearing will be no soon than october 2013. can i sponsor my mother for a family visit while my documents under process. she she visited last year as well and i am doing a full time job. can i aply for her visit now or do i hve to wait for my visa first. please reply i ll b v thnkful
