Tier 2 Dependant visa accomodation query

Hi All

Would be very greatful, if someone could guide me about accomodation for my spouse.

I am in 2 bed shared accomodation with one bathroom in flat.

I am the main tenant and the other person is "Permitted occupier" in contract. The name of permitted occupier is on the last page of contract.

All bills (Council tax, Electricity, Telephone, Water ) are on my name.

I would like to send contract and bills for my spouse visa but a friend suggested to only send bills but no cntract.

Does Home Office check with Estate agency / Landlord OR any other verification method is used ??
