Postal Indian passport application for newborn

Hello,
I applying for Indian passport for my newborn (Myself and wife are on Tier-1) born in the UK and intend to apply by post to CGI, Birmingham.
I noticed a few posts on different queries related to postal application and wanted to summarize everything needed to complete the process smoothly.

1. Register the birth on http://indiancitizenshiponline.nic.in/ and print completed form
2. Download and fill passport application form
3. Send the following documents along with the above 2 forms:
- 4 colour photos of newborn
- Original passports of both parents
- Original BRP of both parents
- One photocopy of passport and BRP attested by corresponding parent
- Original birth certificate and photocopy
- One postal order of £17 for registration of birth
- One postal order of £36 for passport
- Two special delivery envelopes enclosed (one for your documents and one for the newborn passport
- Send all the above to CGI Birmingham (Passport section).

Can someone please confirm if my understanding is correct? I believe so but slightly confused with fees.

I forgot to add - Also original marriage certificate and photocopy attested by both parents

I know friends who got it done by postal but they were on Tier-2 (work permits) and their work permits were stamped on the passport. They did send it by post to CGI Birmingham and got it back - no problem.
