postal ILR app delayed, can i apply for BC before 12 months?

Hi guys,

I am asking this on behalf of a friend. His ILR took a little over 10 months to approve, HSMP+Tier1(G) under SET(O).

I remember reading somewhere on the forum that if the ILR application is delayed by a certain time with no fault of the applicant than he can apply for british citizenship earlier than 12 months.
I tried searching for the post but i cant find it.

Can someone please guide me to the proper rule or any other document where it says that.
