Appeal with different reason rather than original one

The question is if its legality that the appeal dismissed by the different reasons or concerns rather than the original one. For instance, we appeal to challenge a refusal reason A, which is noted in the refusal letter. But the appeal dismissed by the reason B. Is it legality? This is just a question.

I think he means for example you get a visa refused and the only reason they mention is that you didn't provide a proof of having enough funds to travel to Ireland. Then you appeal and provide more bank statements, and the the appeal is refused and the reason that is given is that you didn't provide enough evidence that you will return to your home country after traveling to Ireland.

I don't know the laws around this, but I suspect they can do whatever they want (but I take it is an EUTR application and in that case the reasons they can give for refusal are pretty limited).
