You can apply for anything, including jobseekers allowance.
Getting it is a different matter, because both Irish and Uk and EU and non-EU citizens must all do a habitual residence test to get JA.
Did either spouse work in Ireland previously - if yes their chance of getting JA is better as they should say they have been working in the UK and are returning home to Ireland.
Are they currently working in UK? If yes they may have enough contributions paid in the UK to qualify for benefit rather than allowance and there is no habitual residence test for that.
