In normal circumstance:

If the date on refusal letter reads 10th july 2013 for example, your count starts after 2 days from that date. Which is 12th of july.

Count 10 working days from this date inclusive of 12th July.

If there was a postal delay:

If you can prove that you received the post late on some other date other than 2 days from date of refusal letter. Your count will start from that new date when you received the post. You will however need to submit the postal envelope stamp proofs while lodging appeal otherwise it will be considered out-of-time appeal.
