Strange problem with company transfer to the UK

Strange problem with company transfer to the UK

Hi,

my spouse should be transferred from her position in the US to the UK branch (we are EU citizens, so no visa problens).
However, the company is located somewhere close to London but we'll have to live near Edinburgh because of my job.
Right now HR came up with the problem that they have no legal entity in Scotland and are not able to pay her there?
Anybody ever heard of such a problem? It sounds really wired to us and we are not sure if they not mixing up some things.
