is it suggestable to use the last chance after having 221G

Hello,

When one of my friends have gone to the consulate first time for the H1 he was given 221G(blue)
handout and asked to report back to chennai personally with client specific information.
Next time he attended the interview with the client information documents but the interviewer didnt
believe that saying that this is also body shopping company and need the end client information and
again he was given a 221G form stating last chance.This time he is planning to attend the interview
with a different client with the same employer.

Pls suggest whether he will use this last chance or you want him to leave this chance and apply freshly.
