Apply for Visit visa from U.S on a B1/B2

Hi,
My parents are in US on a B1/B2 visit visa, is it possible that they can apply a UK visit visa from U.S.?

P.S. I'm on a Tier 2(General) Visa and ready to sponsor.

They need to check with UK Embassy in the USA but it's unlikely they'll be allowed to apply.
