English Language Exam

I want to ask about this issue of English Language exams that is starting in October this year.
For application after October, will applicants who already submitted proof of English language at the beginning of their application for entry clearance will still do the exam. for instance people who are taught in English Language in their country and already have this proof with the home office. Would they partake in this exam or their spouse?
I need your professional advise.
