EEA2 Application

I am an eu nation and living with my non eu partner.Me and my partner lives together for 2 years and I am 5 months pregnant with his child. My partner is going through his divorce and was refused eea2 in 2011 since then he does not hold any visa and HO have all his documents and passport. Recently border agency force came to our house to arrest him but as they found out about our relation they did not detain him though they have taken finger print and issued him a form to report in eaton house. After then as advised by officer we have applied for EEA2 on basis of partners and i provided all documents including pregnancy reports and my pay slips bank statement and tenancy agreement. Now we have received COA dated 29th July stating that they have received our application and they will contact us if there is problem with fee and now these documents will be passed to case worker.we have paid £55 fee as single applicant. My question is how long will it take to decide the application and what are the chances. As there is not mention about his work permission so is he allowed to work legally? Please help us to understand the process.
