Tier 4 study Limit- Urgent help needed

Dear members,

I have recently got admission in PhD course. Previous UK study as follows:

Foundation course at HEI ( 9 Months)
Integrated Masters degree Level 7 (4 Years)

My university told me that Tier 4 visa limit does not apply to me because fresh PhD application is exempt but I could not find this information clearly written on UKBA website?

Could somebody clarify whether university is right or wrong?
