Family Visitor visiting tier-2 visa holder

Hello,

I'm a Tier-2 Work Permit visa holder and my parents are getting a visa to visit me. Last time we did this they've gotten a "family visitor" visa. Now UKBA website states that in order for them to qualify for a "family visitor" they have to show that
Additionally the family member you are visiting must :

be a British citizen;
be settled in the UK;
have been granted asylum in the UK; or
have Humanitarian Protection status.
I assume "settled in the UK" means an ILR-holder, so Tier-2 doesn't qualify.

Does that mean they have to apply as a general visitor? The form for it states
If the main reason you are applying to come to the UK is as: a tourist or to visit friends you must complete VAF1A; a family visitor you must complete VAF1B
Has it not been updated yet? Or is their definition of "family" doesn't work here?

I'm confused. What visa should they apply for?
