US visa refused 15 yrs ago but not noted on UK application?

Someone I know had their visa to US refused 15 years ago and forgot about it. Now they are on a Tier 2 G and due for an extension. Should they keep saying "Visa to any country ever refused: no"? They did not have any other visas refused and travelled to US before and after that refusal.
