irish born eu national child and irish citizenship

hi guys, sorry if this question has been asked before,
eu national came to live in ireland 1 and half years ago, now has a irish born child when he can apply for his irish citizenship???

Thanks man for your reply,
But as much i understand tht he cant apply for citizenship because the parents were not living in ireland 3 years prior to his birh,
