Tier 1 extension refusal letter received 3 week late.Appeal?

Tier 1 extension refusal letter received 3 week late.Appeal?

I have applied for extension on 4th July and on 16th Aug I got refusal letter. However looking at the date of the letter it's dated 27th July. Got right of appeal. But will it be valid appeal????

Help please .....
