Tier 4 visa curtailment

Dear Users,

i need your help, can someone provide me the contact details to confirm that my friend visa is curtailed or not? He came here on student visa in Feb 12 and then college revoked in Jan 13. He did not get any info from home office, finally he went back in July 13 to re-apply for student visa.
What are the chances here to get new visa?

Upon the revocation of institute's license usually a student is being given 60 days to find new licensed sponsor or leave the country. If the student has left after this deadline then it can cause problem for new application.
