human right applicaton

someone in the uk for 8 years in tier 4 visa,with spouse and kids.now because of small kids 4 and 2 ,they want to stay here.Is there any chance they can lodge a human right application asking UKBA to grant a temporary leave of 2 years or so.they own house and is a part qualified accountant.
It would be really helpful if any experts could suggest that if it is or it is not possible to lodge that sort of application?

I assume the other parent is a PBS dep?

Yes u r right.
Do u know anything if they can lodge a human right application coz the children were born here
