FLR or ILR for my wife

FLR or ILR for my wife

I previously had tier 1 (general) visa but applied for ILR on 10yr lon residence basis and got my ILR on 19th July 2013 ,my wife is in uk for 2.5 year now and has Tier1 (dependent) visa for 2.5 year ,she had Tier 1(Dependent) extension on March 2012 and her visa is valid until March 2014. I have a PEO booking for her on 29/08/13. I'm not sure if I should apply for her ILR visa now or I need to apply for FLR first.

Really she should switch to flr(m) then apply for set(m) [both can be done at PEOs, though unlikely together]. However, someone said they recently had success going straight for Set(o) which, was likely just luck.
