PIO from India for child currently on 6 months visit visa

My husband and I have ILR. My kid has a British passport (he was born in the UK) My husband and I can apply for British citizenship in Dec-13. We are all currently in India on holiday. My son is on a 6 months visit visa. Our parents are very keen that we leave their grand child here with them for a year or so. We have no problem doing this, however, I'm unsure if this is correct from an immigration point of view. I have read other posts on this site and I now know that we can apply for a PIO card for our son. However, the guidelines for PIO card say that the application can be made only if the visit visa is for 1 year or more. Does this mean we all have to leave to the UK and then apply for his PIO card?
If the answer is yes, then would it be better to just wait till Dec-13, apply for British citizenship (for myself and my husband) and then apply for OCI for all of us?
