pio card - Birmingham

I would like to get ur advice please.

I applied for pio card for my son in Birmingham and they have given me the date of collection for the pio card as Friday 20th sep.

I have booked my tickets the next day 21st sep.

will it be definite that the pio card will be ready on the date given to me. because if I don't get the pio card I wouldn't be bale to travel to india.

my question is that in order to take no risk I should apply for indian tourist visa?
