Tier 1 general To FLR M Need Help

Hi,
As before I said abt my sister,
I have some inquiry
My sister is going to apply FLR m category as her husband dependent.
her husband is ILR setteled person.
I have few question
1. she is currently in Tier 1 general migrant more then 1 and half year.
her current visa will be expire in December.
before her visa expire she want to switch as a dependent to her husband.
is it possible within uk or she have do from home country?

2.Does she require to proof English language certificate test again? as she already proven before she get the tier 1 general visa.

3.does she need to show her financial progress as a tier 1 general
or she can show her individual part time income with employer?

4.she is living with her husband nearly eight year in uk. first she was came as his dependent then after 6 year she change her visa status as a Tier 1 general migrant
so does she qualify for [Set M] ILR under the new rules?
if what else she need?

5.or she have to switch first FLR M then when approved then SET M?
or she need to wait more 2 or 5 years?

6. she have 2 and half year old baby. her baby is uk born and never travelled abroad, so does her baby need to apply same dependent route
or her baby can registered as a naturalization british with MN1 form.

Plz help me abt those question
