tier 4 to tier 2 minister of religion application

I am in a Tier 4 Student Visa and I will be entering a Religious Order who can give me COS.

Can I apply it here in the UK? or should I apply from my home country?
How about the Maintenance of Funds, the Religious order is also covering all the expenses. Do I still need to have a £900 savings for 90 days in my bank account?

Please advise me...
