Applying for Child Visa from Outside of UK

Subject: Applying for Child Visa

1. I was Initially on Tier1 Visa then after 5 years
2. Granted ILR visa on June-2012 for me
3. Wife's visa also changed from Tier1 Dependent to FLR(M)

4. Baby born in India on May 2013
5. At the time of baby born in india - my visa status *ILR and my wife visa *FLR(M)
6. I have applied for BC and Granted BC with Passport on July 2013.

Can some one please clarify these Q/A.

The child of a parent who is applying for entry clearance as a partner or the child who is applying to join their parent who is already in the UK and has been granted limited leave as partner granted under the Immigration
Rules in force on 09 July 2012 or

You should complete Appendix 2 if you wish to come to the UK as:

The spouse or civil partner of someone settled in the UK; or
The child of someone settled‚ or going to settle‚ in the UK; or
The adopted child of someone settled‚ or going to settle‚ in the UK; or

It looks both are confusing me - can you please guide me and list out the applications need to be fill and submit either online or paper based.

1. Can i apply for B(O)C for my child from india itself? OR

2. Can i apply for VAF4A(Hard Copy ) or Settlement form in online and followed by submitting the hard copy of Appendix 2(VAF4A) at visa centre?
