Please Help (Pr for EU citizen and Spouse)

Please I need help on what to do now.
My spouse who is EU citizen Exercising the treaty right as a worker since 2006, and myself(non Eu spouse) both applied for PR (EU2 & 3) about 4 weeks ago and our passport has not been returned.
My problem now is
my current GNIB expires tomorrow 28th.
will I be regarded as an illegal in the state after tomorrow?
Can it be renewed without authorization from INIS?
By our calcutions,
My husband has attained the PR since 2012, and in my own case,
I got EUFAM4 since since march 2008., but my GNIB expires in August.
What can I do to remain legal in the state after tomorrow?

Because you've applied for renewal 4 weeks prior to your GNIB card expiry, you wont be regarded as being illegal unless stated otherwise by the INIS.

After the completion of 5 years legal residence in the state you could apply for Long Term Residency Status and/or Citizenship.

I got a letter back acknowledging and asking me to get a (strictly)6 months gnib from the garda.
They now require me to send utility bill in the name of my eu spouse and myself. which is now a problem because we never had any bill on our joint names. I had already sent our separate bank statement and five years both p60 and wages payslip as evidence of my EU spouse exercising the treaty right.
It was written at the bottom of the letter that my application will not be processed further if these are not sent to the INIS office.
Can I be refused for this?
has anyone gone through similar situation?
What can I do pls?
since the directive says the EU + family member authomatically attained PR after 5years of exercising the treaty, why are they giving me 6 months temporary stamp again?

Can you be a little specific about the utility bills they ask you to produce?

I dont think its necessary to have a joint name on your utility bills.

Is their any bill/s you have under your name and/or under your wife's name?

The exact wordings reads-:

"In order to process your application further, You must send the following documents (photocopies will not be accepted)
- letter from landlord/tenancy contract/rent books in you and your EU spouse name for the duration of your residence.(2008-2013)
- Utility bills in both names for the duration of your residence."

like I said earlier,
we don't have any document in both our names.
I have the tenancy agreement in both names from 2011, which is when we were able to rent an accommodation ourselves.
We have been sharing an apartment with a friend who was the main tenant and as a result our names was not in the tenancy from 2008.
