How long wait neutralisation after attaining ILR,Passport!

Hi
I am asking on behalf of a dear friend,
How long would he wait after getting ILR (through HSMP:spent 8 years in UK)
To go for neutrlization, and applying for a british passport.

12 months, if not married to a British citizen.
