Tier 2 ICT : Short Term - Dependent - Cooling Off period

Hello All, I will be thankful if you can advise me on the below query.

I am a Tier 2 ICT short term visa holder. My visa is issued in Feb 2013.

My wife came to UK as a dependent(ICT Short term Staff Partner) to me.

My wife is intending to go to India and apply a fresh Tier 2 General visa as she has a job offer and the employer is willing to sponsor the visa. Is cooling off period applicable to dependent visa holders as well?

Is there a guidance document on this from UKBA?
