hello friends I would like to apply for BC on September 17th.i made an appointment with NCS already.now I know changes will affect applicants who will apply after 28 oct.2013,but I just want to make sure that if i'm polish and hold PR for a full year and didn't pass liuk test but hold certificate of ESOL WITH CITIZENSHIP I'M still ok to apply?thank you so much for your respond.
