ILR in London & Wife in India

Can the administrators help me please !

I am Newly married and holding ILR in UK.Current stay is London.

My Wife is in India.She never been to UK or anyother Country.

Now,

[1] I want to apply for dependant Visa. Can I apply for her in UK or should she apply in Hyderabad itself?
[2] Can someone let me know whcih is the right application for this situation?
[3] If she applying as dependant(under PBS), how long will it take for her to get the ILR status in UK.
