EU national - possible to sponser brother in law ?

Im posting below in this section as well (moderator apologies if this is not allowed - please remove); as I'm not sure under which section this request for advise will fall:

Hi!!!
Hope you are well.
would someone be able to advise/guide me to the right way.

Situation is as follow: my brother in law came here on a student visa, and his course is about to finish and he wish to stay.

Our situation is as follow:
Eu national, been here over 5 years (Jan 2013) - Dutch passport.
I did sponser my husband through the EU route (Sri Lankan), who has been here over 5 years as well (april 2013). Both of us have been working and haven't been a burden on the benefit system. We own a house and we are more than willing to take care of his costs (accommodation/food/shelter).
He also has a sister in France (French nationality) who is willing to support financially.

Is there a way that either:
a) myself can sponser my brother in law (Eu national)
b) my husband can sponser his brother?
c) anyone else can sponser him (he has a cousin who is willing to do this if possible)?

I did had a read on the UKBA website; however I couldn't find the information on this case.
