Reg Cooloff period of 12 months before applying for tier2 G

Hi All,
I would like to put a query regarding the application of Tier-2 General after being in UK in Tier-2 ICT visa for 2.5yrs and left the country in Oct last year. I know the 12 months cool off period applies if I want to apply for Tier-2 General entry clearance, so planning to apply for it in Nov this year.

Right now, I am employed overseas and on Business visa for 2 months for training. Will this 2 months in UK have any affect on my application which needs me to be out of UK for 12 months on Tier-2.
Please advise, and also correct me if I am wrong in understanding the concept of cool off period.
