Hi my cousin have applied for tier 4 visa and it has been 15 working days from the date she applied for visa now when she checked with immigration people she has been told that it is in final process please suggest how long it may take for decision as she only left with 15 days for university opening date and she have to make all the arrangements please suggest

If your cousin has applied from abroad then the authorities must have been known with the course start date and will issue visa before course start if it is successful. Otherwise informing university with the current situation about delay will be advisable.
