I am in a relationship with a Filipino national for more than 2 years. We are both not working. I have bank accounts more than 30 K and own my own house mortgage paid . The Irish embassy in the Philippines does not accept e mail or phone records as proof of a relationship . I can only show photo and visa stamps from visits there. I want to sponsor him on a C short stay visa to Ireland with the intention of a civil partnership before the expiry .
I feel this is likely to be refused .
The other option and I think easier is to have have a civil partnership in the UK that is recognised. What is the position if he comes to Ireland no visa but applies for eg a stamp 3 to remain here with the civil partnership .
He could return to the Philippines and then apply from there to come to Ireland on the basis of the civil partnership. I think this will be a lenghy process however .

Is there any chance he could come here as a non-EU student?

That would give him a valid visa and if you were then to become civil partners he could apply to change his status to that of your spouse? The student cost might not be especially high, as I presume he would live with you, so the cost would be student fees and visa related costs, accommodation with you would be free.

If you are on social welfare and if he moves in with you there is an obligation on you to inform them, and the end result may be that they are required to increase your payment on account of your new partner. This applies even if you are not married/civil partners (I'm not suggesting you are on social welfare, just think it might be possible if you are not working). So if this happened the extra from social welfare would pay the student costs?

Thanks for the reply . There are English classes that qualify for student visas for 3 or 6 months . I doubt if social welfare would give a payment before a civil partnership was made . The more likely option is a stamp 3 visa for a period no work ,no welfare to prove the relationship.
In the event of a visa refusal I will try for a visa to the UK for a civil partnership which is recognised in Ireland.
The EU citizen living in Ireland has more rights to bring a non EU person here at present .The freedom of movement directive hence the sham marriages.
