after living here and exercising treaty right for 4 yrs 7 months

If they are now in Job seeker allowance

Job centre staff advice to apply for income support

is it good idea if in future EEA national consider applying for PR ?

A person would remain a qualified person as a temporary Job Seeker claiming JSA or perhaps if they were incapable of work, thus it depends why the person would be claiming Income Support.
