What exactly is your immigration status? Which Country are you native to?

A person who is single and subject to immigration control cannot claim child benefit or tax credits, if someone else is responsible for the children they may be able to claim.

You need to contact social services to help provide for your children if you're unable to claim benefits because you are an overtsayer or subject to immigration control.

Yes, they have a statutory duty to help children.
