SOC code query

I just want to know that under some of the professions in SOC codes it says 'professional' in brackets. What does that mean?

eg; 2123- Electrical Engineer
2124- Electronics Engineers
2449- Welfare professionals ( under youth worker it says professional)

If it means professions that need some kind of license or certificate then why it doesn't say ''professional'' after Accountants, solicitors or barristers?

Your help in regard will be much appreciated.
