What happens to incomplete applications?

Hi guys,

Does the CIC open up the capped applications again if they return some applications as incomplete?

Or the incomplete applications are kept in a queue to be completed in some finite time ?

Guide IMM 5612 says

Note. If you do not submit a complete application with all the required supporting documents, your application will be returned to you as incomplete. If we decide that your application is not eligible to be processed, this decision is final and will result in the closure of your file.

I did a bit of research into what CIC does with application received after FSW cap is reached. There is no definite answer, however could make out that application will not be processed and will need to apply when new quota is available. CIC regularly updates the cap numbers on their website and even puts notice when cap is reached and asking to apply when new quota is opened.
