Online booking for PEO now requires full fees to be paid ?

Hello,
Just tried booking an appointment at the Croydon PEO for ILR and was a bit surprised to see it asking me for the full fee of £2589. A friend very recently did the same and only had to pay £100 online, with the balance paid on the day of the appointment. Just wondering if this is expected ? I don't recall seeing any announcements from UKBA for this..
