English language requirement - Oct 2013

Hello fellow members. Hope to get your valuable input on the recent (proposed) English language requirements for those applying for settlement post October 2013.

It is my understanding that those who have a degree taught in English would be exempt from the above requirement. My situation is slightly tricky. I obtained a degree from a UK university but it was under an external programme, which means I studied in my country of origin (Indonesia). The course was taught and examined in English. My degree certificate (BA Hons) was awarded by the UK university, and makes no mention of the local college I studied with.

My questions are:

1. Would a letter from the UK university confirming the fact that the degree course was taught in English be sufficient to meet the requirement?
2. Do I need to get any confirmation from UK NARIC?
