return of documents

Hi there

My wife is a French national and we're residing in UK. We sent an application for EEA Family member residence card for my daughter on 24/07/2013. And I planned to travel on 17/09/2013. I included Cover letter and plane tickets to inform UKBA at the time of submission of application that I need my daughter's passport back by that time. Later on, I sent return of documents request (attached for reference) on 19/08/2013 and according to your law they should have returned the passport in 10 working days.I requested them to return the passport by 10/09/2013. I have not received it yet and its only 4 working days left for my travel plan. They don't even respond to any email. I have also submitted the progress request form but no reply. I am very upset as our three tickets would be wasted or I have to pay more for a change of flight. I cannot afford the cost of delay for three tickets. I can't even wait because of a family commitment.I have made complains to every related address I found. I even contacted the french solvate. Can somebody advise any other option as it is very urgent.
Please help me asap.
