Can a child ( 7 years old )who is a British by descent can enter the uk with his father ( who is a british citizen ) for short holiday without a visa. The child does not have a British passport yet.

He needs a passport of some type to even get on the plane. The issue here is that if his other passport is visa national, the carrier may refuse boarding if there is no visa in that document. A bc does not infer or proove a passengers ntionality to an airline check-in agent.

As stated (did you actually read the posts?) the airline will not board a child that does not have a valid travel document. They are liable to large fines if they do so and will not take the risk. The child needs to apply for a British passport or a certificate of entitlement. I guess the latter would be quicker but a British passport would be the best option.
